 It's Severe Weather Preparedness Week in Miss.

17 Severe Weather Preparedness Week in Mississippi.

Severe weather can include thunderstorms, tornadoes and flooding, affects the state every year and is the leading cause of disasters in Mississippi. Last April, 37 Mississippians lost their lives during a severe weather outbreak.

“We can save lives in Mississippi if we are prepared for severe weather emergencies,” said Bryant. “I urge all residents to have a preparedness plan in place and to maintain a stocked disaster supply kit.”

A severe weather emergency plan includes having a weather radio in your home or business so you can receive warnings if the power goes out or if it’s in the middle of the night. Families are encouraged to have a communication plan in place so you know where you will go and how you will contact each other before and after the storms hit.

Everyone should also have an emergency supply kit stocked with things like flashlights, extra batteries, bottled water and non-perishable food.

“Take time during this week to have a conversation with family and friends about preparing for severe weather,” said Mississippi Emergency Management Director Robert Latham. “We need to be prepared for disasters and severe weather at any time. We know severe weather will hit Mississippi again and the actions that individuals and families take can save lives.”

As part of Severe Weather Preparedness Week, the National Weather Service issued a statewide test tornado warning on NOAA weather radios at 9:15 a.m. Wednesday. Schools, government agencies and businesses throughout the state were encouraged to participate in the annual tornado drill.

“As technology continues to advance we are better able to issue watches and warnings further out during a severe weather event,” said Alan Gerard, meteorologist in charge at the Jackson office of the National Weather Service. “But residents must have a reliable way to receiving those warnings for these advances in technology to be effective.”

An Emergency Measures Ontario exercise will study the impact of a Natural Disaster on the Bruce Power facility at Tiverton.

“Huron Challenge” is the title of a three-county Emergency Measures Ontario exercise slated for October 12th.

Goderich Mayor Deb Shewfelt says the exercise arises out of the Bruce’s experiences helping out Goderich last August.

Shewfelt says his municipality’s team has visited Bruce Power to share its lessons from the tornado.

Shewfelt says Bruce Power was among the first responders to offer help in wake of the August 21st tornado.

He says the firm has taken its observations to heart, and is updating its Emergency Plan in the context of the Goderich experience.

The Mayor says the nuclear provider has run computer projections to simulate the impact a tornado might have on the plant.

Shewfelt says Emergency Measures Ontario will co-ordinate a three-county  preparedness exercise focusing on a natural disaster impacting Bruce Power.

The Office of Disaster Preparedness and Emergency Management (ODPEM) staged a successful earthquake and tsunami evacuation exercise today (February 8) in the fishing community of Old Harbour Bay in St. Catherine.

The exercise, which encompassed the campuses of the Old Harbour Primary and High schools (Feb. 8), tested the local warning, mobilisation, and evacuation procedures.

Senior Director for Emergency Preparedness and Operations at ODPEM, Horace Glaze, told JIS News that he was pleased with the outcome of the drill, its execution, and the participation of the residents.

“I think we really got out of it what we wanted. We saw the mobilisation of the community,” he said, informing that the community response teams were observed going around with their bull horns and warning residents of the danger, and students queuing for an orderly, but swift evacuation.

Mr. Glaze said the exercise was also instructive in identifying areas that need to be addressed chief among them is the communication system.

“I saw where it took some time from when the heads of agencies got the message to when it was sent out to the community level, as well as the instruments used (the bell and siren). They were effective but their reach goes only so far, so what we need to do now is adopt more technology to get it out to a wider reach in the community,” he stated.           He said that the process needs to be improved, as in the event of a tsunami, persons would have only about 20 minutes to evacuate before the waves came to shore.

Mr. Glaze said there is also need to identify an area, where residents once evacuated, can be accommodated. “We now need to identify an area outside of the town of Old Harbour that is safe and clear of the reach of a tsunami, where we can move people to in the event of an actual tsunami, a high ground.  So that is one of the things we’ll have to discuss at the de-briefing workshop,” he said.

The debriefing will be held on Thursday (Feb. 9) at the Jamaica Conference Centre, downtown Kingston, where ODPEM and its stakeholders will examine the outcomes of the exercise and iron out strategies to be adopted in making the process smoother.

Among the agencies that participated in today’s drill were Jamaica Constabulary Force (JCF), Jamaica Fire Brigade, Ministry of Education, Jamaica Urban Transit Company (JUTC), and Jamaica Public Service (JPS).

Unalaska tested its mettle last week in a series of emergency preparedness drills in anticipation for the real thing. Alaska Shield 2012 drills were held statewide while locally, volunteers and professionals responded to an accident with widespread consequences and a shipboard assault with multiple victims.

An 18-wheeler truck lost control and crashed into the city powerhouse, killing the driver and knocking out electric power for two days community wide. This didn’t really happen. But it could.

Public information officer Elizabeth Masoni said the truck accident knocked out two custom-made power switches and replacements wouldn’t be available for three weeks from Minnesota. A stopgap measure involving temporary cables took 48 hours to complete.

An emergency shelter was set up in the community center for people whose homes were too cold after heating systems failed because of the electricity outage.

Shelter manager Ben Bolock said 44 volunteers spent Friday night in the PCR gym, sleeping on cots. Soap and toothpaste were provided in comfort kits, and breakfast was served.

About half the overnighters were from the Nikolaevsk High School boys and girls basketball teams, while the rest were local residents from about six families, he said. Visiting sports teams usually stay in classrooms, so this housing arrangement wasn’t much different. Representatives were on hand from various agencies including the Iliuliuk Clinic, Unalaskans Against Sexual Assault and Family Violence, and the Red Cross.

During the drill, the community center was closed to the public from 3 p.m. Friday to 3 p.m. Saturday. An emergency operations center was set up in the public library conference room to coordinate the response and keep the public informed.

Early Saturday morning, police and medics responded to a mock knife assault on a boat anchored off the city dock. A man went berserk and stabbed four people on the state trooper patrol vessel Stimson.

The local responders from the Unalaska Department of Public Safety rode the city ports department’s small boat Tide Breaker to the Stimson, detained the assailant, and treated the victims’ wounds.

Public safety director Jamie Sunderland said the Tide Breaker was crowded but economical. In a real-life situation, he said he would have hired a larger private tug boat. Sunderland said the exercise provided good opportunity to assess strengths and weaknesses of the local ability to respond.

The exercise was completed by transporting the pretend victims to the Iliuliuk Clinic.

“The clinic thought it went really well,” said executive director Eileen Scott.

High-tech terror testing keeps game day safe

A popular sporting event like the Super Bowl is an attractive target to terrorists, and not just the fodder of Hollywood movies like “Black Sunday” or “The Sum of All Fears.”

Pre 9/11 stadiums are designed to get people in efficiently, but not always to get them out. What can security planners do to prepare for the aftermath of an attack in a stadium?

The Sport Evac program trains teams for those “what if” scenarios, by creating virtual 3D stadiums drawn from actual blueprints and packing them with up to 70,000 animated human avatars designed to respond to threats as unpredictably as their human counterparts.

It’s advanced technology fans won’t see on game day — but tech that behind the scenes makes watching the big game safer.

Evacuation in the event of an emergency is a critical challenge, and rehearsing the how to move around tens of thousands of people isn’t realistic. So sports security planners turn to computers to make sure it all goes smoothly. 

And that means tracking not just sports fans: To simulate all scenarios, from the most likely to the improbable, Sport Evac tracks first responders, police cars, fire trucks, fans’ cars, stadium employees and security.

Sport Evac critically extends beyond the stadium itself and encompasses the parking lot as well. Anyone who has ever tailgated knows that the jam-packed parking lot and roads leading out could be a problem in an emergency.

The virtual stadium allows them to simulate how fans will respond in those first few critical minutes after an attack. Stadium and team security can use the virtual stadium to practice moving players and fans to safety and to run exercises with local first responders.
